Harris County Precinct 4 held the third of its four community workshops on the “All in 4 Katy East” community plan on September 14 at the Radack Center at 18650 Clay Road in Houston. Area residents were able to provide feedback on their top priorities to Precinct 4 Commissioner Lesley Briones and her staff at the event, which was attended by about 50 people.

The precinct is collecting data for the project through more than 400 surveys received between November 2023 and February 2024, in addition to three steering committees who met with local ISDs, law enforcement, MUDs, and other stakeholders; four focus group meetings; and two completed community workshops to date. In addition to Saturday’s meeting, a fourth workshop will be held in October, with the final presentation to be unveiled in November (dates and locations to be announced).

The final plan will include recommendations from community feedback in these areas:

o Resilient infrastructure and sustainability: Transforming key corridors to enhance connectivity between Katy East and Houston; improving drainage, landscaping, transportation, safety and increasing opportunities for multimodal transportation and connectivity; and sidewalk, street, and drainage improvements

o Health: Katy East to become regional model of health equity through partnerships with local hospitals and wellness centers to improve outdoor recreational opportunities; and farmers market improvements to assist with food insecurity needs

o Education and economic opportunity: Support current economic growth while creating opportunities for emerging industries through entrepreneurship opportunities and working with local organizations to develop workforce trainings and entrepreneurship programs

o Good government: provide greater coordination and communication with partners to expedite delivery of services and infrastructure, encouraging coordination between MUDs to minimize duplication of services and coordinating school districts to improve emergency management and transportation

o Justice and safety: promoting greater sense of safety by deepening partnership with local law enforcement agencies

The plan will lead to several different actions for implementation, including policy ideas and infrastructure projects and recommendations for partners on projects and programs, said Briones. Precinct 4 will prioritize implementation of projects based on community needs and feasibility, she added.
